Quick answer
USAA SCRA overview
USAA says qualifying pre-service credit accounts may receive a 4% cap and an eligibility answer within 30 days. It lists online, upload, fax, and mail routes; mortgage ownership limits apply.
Federal protections are separate from any additional benefit offered by a bank.
Benefit and request guide
USAA publishes a 4% program, a 180-day request limit, and secure document paths.
USAA's voluntary 4% rate is account-specific. It applies to qualifying consumer credit opened before service and has a separate ownership rule for mortgages.
Deadline
Apply no later than 180 days after qualifying service ends

Federal SCRA rule
Start with when the debt began.
Federal SCRA interest relief generally concerns qualifying debt from before military service. A bank's extra benefit can be broader or more generous, but it does not replace the federal eligibility test.

Quick read. Eligibility still depends on the exact account.
4% interest-rate cap on qualifying accounts
Generally for pre-service USAA cards, auto and personal loans, home equity, mortgages, and other collateral loans held by a financially responsible primary or secondary account holder; apply within 180 days after service. The 4% mortgage benefit lasts one year after service only while USAA owns the loan—ask the current servicer if it was sold.
